That handle has velcro and can convert into two straps, which according to the product photos and description, can be attached to the back of the headrest in the car, and attached to strollers. I did not test to see if it actually fits on our seat back, as after all of the other pros to this portable changing pad, I knew I was keeping it regardless.Another bonus for this product is the price point.
